Now, you see the billboard and it's Reign of Fire. Who was in that movie? Christian Bale!!!

so the opened up full screen dvd shows more

Actually, the widescreen version on DVD / BR was zoomboxed, the theatrical release showed way more image on all sides of the frame. I think there's a screenshot comparison on the web. I have no clue why they did that to the film, masking of the best and essentials assets it had.

which scene chapter is it where the billboard is in?

It's at Chapter 10 and almost at the 31 minute mark. So, go back about ten seconds before 31 minutes and you'll see it.
