Default Who decides what's released on Blu-ray, and when?

on here i have seen lots of discussion about studio collaborations, distribution rights, and directors who have creative control to the point of withholding release (lucas, spielburg).

its all very convoluted, but who gets the decision on when a movie is released and on what format? there seem to be so many combos of this studio working with that one but this other one distributing it. wtf?

i thought this was business and these companies were essentially fighting each other for profits. so why do they work together so much?

One reason is because it can be like buying insurance, to reduce risk. Many of these projects end up with a lot of money hanging out there.
