Are movies that are released on blu-ray stamped or are they burned? And is there any way to tell whether a blu-ray is stamped or not?

All legal genuine copies of any disc media are stamped.

so are there any identifiable characteristics of a stamped blu-ray e.g. serial number or something..

When you hold a stamped copy up to light you can see through the bottom side into the disc art.
