Default Overscan on fixed-pixel displays: why?

Can anyone out there explain to me (or post a link) why it is that some fixed-pixel displays overscan? I read that some new TVs have a very sensible feature whereby each pixel of 1080p content is mapped directly to the corresponding pixel on the 1080p display. Why can't they all do this (why e.g. do the top of the line Pioneer plasmas still overscan slightly just like my analogue CRT)?
