Default BD region Coding (weird discovery)

So, here is my spec:
Matsushita/Panasonic UJ-210 BD-RE

Player:
Cyberlink PowerDVD Ultra 7
HP QuickPlay

Notebook:
HP Pavilion HDX9095EA 20.1 inch T7500 2GB 400GB

I set my region code for DVD as region 2, while BD as region B.
PowerDVD is my default BD player (region B)

But, just now, I made discovery that HP QuickPlay can play my BDs (but identify it as HD DVD). And, it is rejecting all of my region B BDs. So I tried Region A disc, and it plays, then I return to cyberlink powerDVD and it did not play region A, but region B

Is this NORMAL? I mean I can play region A using one program, while region B on other program
