pretty much anything as long as its in the FAT32 file format and is USB 2.0 compatible
I have a 250 gb external drive i got for about 80 bucks.

Depends on what kind of files you're talking.
Never tried to connect 2 PS3 and download directly, but you should be able to use an external HDD or a USB Stick to copy files on there from one PS3 and then load them onto another one.
