What do you mean by region coded? Is it the same as there is a Region Lock on that disc?

Yes, there are Region coded Blu-rays, Region Code, Region Lock, same thing

Yes, whether A B or C or region ABC(FREE)
Heres a great resource for determining who's who and whats locked or not
I just posted this on another thread

Quick country/territory reference guide to Blu-Ray Regions:
Region A: North America, Central America, South America, Japan, Taiwan, North Korea, South Korea, Hong Kong and Southeast Asia.
Region B: Europe, Greenland, French territories, Middle East, Africa, Australia and New Zealand.
Region C: India, Bangladesh, Nepal, Mainland China, Pakistan, Russia, Central and South Asia.

So if I bought a Blu-ray from US then I tried to play it here on my PS3 (that I bought here from the Philippines) will it play with no problems?

yes they are both region A
