Default Where do content producers go to get blu-ray licenses?

This seems like a good thing for content producers but who does one currently go to to get licensing for content distribution on blu-ray discs?

Also, this comment in a wikipedia article on blu-ray concerns me

Quote:
The choice of codecs affects the producer's licensing/royalty costs...
What do they mean by this? How am i supposed to know what fees are associated with which codec?
