Default Receiver or program issue?

K, this bugs the hell out of me and i just want to make sure it's the program im watching and not my receiver. I mostly notice it late at night when im dosing off while watching tv, but are some commercials EXTREMELY LOUD? It's about a 3yr old pioneer receiver so i just want to be sure it's not my system that sux but rather the programming. Seems like regular shows and most commercials use the left, right, and center speakers but the loud ass commercials only use the center. Is there anything i can do without adjusting the volume for these annoyances? I have a "midnight mode" but it only seems to reduce the amount of bass output.

Program issue. They blast the audio on commercials.

Yep program issue.
I have called my local cable provider and logged a complaint. They were great about calling me back but there was no resolution.

The Audessey Dynamic Volume Control on my receiver stomps all over this issue.
