Default why are my mkv files going slow

Hi all new here

I need some help with my new Blue-rays on my PC. I have a Movie that is saved as a mkv file. the problem i am having is that the video playback is slow and keeps jolting. i am currently using VLC player to play this Blue-Ray.

my Pc specs are:

Windows Vista 64bit Buesiness
Intel Q6600 quad core 2.40GHz
3GB RAM
9600GT 512MB

if you want to know anything else ask me

Is this a ripped blu-ray copy (not blue-ray like you spelled) and not the actual blu-ray disc itself?

It is a Rip, i was considering getting a Blue-Ray drive, just wanted to see how they played and if it was worth it.
is this the problem, and are my specs good enough to play Blue-rays thought a Drive?
