Well, theoretically, it could refer only to digital/streaming media (not physical), but I think that's unlikely in this case.

For some reason it never occurred to me that UPHE would handle streaming, but of course they do.

We've seen some movies get announced as "4K releases" when it's just been a 4K scan getting released on bluray. I don't think that's the case here but I can also understand why some folks would want more clear language on the format.
