I don't really care about the blu ray, whether it's remastered or not, it'll likely never even come out of the box.

To me the main reason for including the BD is to get non 4K owners to future proof.
So in that case, not using a remastered 1080 version seems a bit stupid.

I'm pretty sure Sony thinks they don't need to put the new scan on a bd because people wanna upgrade to the 4k disc. Oh, and it saves them money

Well for one Blu-ray was an entirely new format compared to DVD where as UHD is an extension of blu-ray. I can list plenty of Caps-a-Holic examples of films showing substantial improvement from remastered 2K/4K scanned masters showing considerable upgraded in images over their original BD released counterparts. So it's not like the BD format can't take advantage of a new scan.

If this is what some studios decide or start doing well it is what it is. It does seem short sighted to me. WB release of Unforgiven made perfect sense to me. Want the remastered BD? Buy the 4K combo package. Might help to move extra units for the studios for those who want to future proof their collections while enjoying something new for now.

Sure, but I bet on catalog titles it's a lesser concern. Also they might be mostly including the BD for the supplements.

It's different, on occasion. Example: The UHD of Close Encounters of the Third Kind--from SONY sibling Paramount Pictures--offers a re-mastered blu-ray. In most cases where this has happened, a standalone release of the new 1080p disc has also been made available. Not so with 'Troopers, which is why many people hoping for a new master have been asking about the UHD. Unforgiven--Warner Bros.--is another set sporting a new blu.

I think they could be "cheating" the consumer by not including the remastered bluray in the UHD combo. That way when comparing them, people might think the upgrade to UHD is waaaay bigger than what it really is. Just a though.

Tbh I'm not sure they're necessarily trying to cheat by making the comparison seem better, I'm sure they're just too cheap and lazy to author new BD discs.

It isn't cheap to remaster/reauthor/repress a new Blu-ray. This isn't Mill Creek we're talking about here, it's Sony and their Blus do have a minimum of quality.
