It's a pre 50's RKO title so likely that its Universal/Sony holding the rights. I doubt it's anywhere near Criterion's radar so the most likely contender boutique wise in the UK would be Indicator/PH which at least gives it a chance of being ABC on the Region coding.

There is a DVD in the UK released 5 years ago by some outfit called 'Altitude Film Distribution' (No? Me either) so that yields no clues either.

It absolutely is a film noir. It was shown at the SF Noir City Festival a few years ago. Was the last film of the afternoon and, rightly so, a break was needed after it. The Blu-ray looks great.

I haven't seen much talk about the Samuel Fuller Indicator set in this thread. Mine arrived this week (it's region free). This is my first Indicator purchase, and wow, this is a nice set packaging wise. 4 thick booklets, theatrical poster themed covers, just a nice set all around. Lots of special features. Arrow/Criterion level release. I would have preferred either all individual cases or a digipak style, instead of some movies getting a standalone case and other getting a double/triple feature. But that's a minor quibble. I'll definitely be giving Indicator releases a closer look.

As far as the movies, I'm not sure if they are all noir or not. I watched Scandal Sheet, and it's definitely noir. A pretty good one too. Good acting and fast snappy dialogue. Story was a bit predictable, but watching the walls cave in on the murderer is a formula I can get down with over and over again.

It's not strictly a Noir set but it contains some gems.

Crimson Kimono & Underworld USA are the best I've seen them look. Agree with you regarding Scandal Sheet.

I know there are a lot of Don Siegel fans here. His neo-noir MADIGAN (1968) is on bluray in Japan:
