Unhappy white and black bar on top of the screen?

Roommate has a 46" sharp 1080p hdtv, and when watching cable and on SD channels and even on hd channels when it is not hd, there is often a small bar on top fo the screen that has flickering white lines or something like that in it, someone told me it was an audio track showing up? but what would that mean? and when it is not hooked up using the hdmi cable it doesnt show up, the component cables dont do that but component cables suck so i want to use the hdmi, how do I get rid of this annoyance? any help would be great...thanks

It is because he has some form of 1:1 pixel mapping enabled. It is good for movies, but bad for television as there is usually extra information the consumer is not supposed to see. I leave it on for everything and just ignore it, NBC is the only one it shows up on for me anyway....

It could also be the Closed Caption info track showing. Often times, if your display is set to "Dot by Dot" you will see it. Try to reposition the screen or switch to "Stretch" or "Zoom" or another pre-programmed aspect setting, and it should not be visible.
