1996's TWISTER remains my favorite:

Rated PG-13 for intense depiction of very bad weather.

Though the fact that there's a Van Halen song in the film titled "Respect the Wind" never fails to raise a smile either...

Here's more MPAA nonsense: Army of Darkness was aiming for (and should have received) a PG-13 rating. According to Bruce Campbell, they had to fight to get an R-rating, because it was in serious danger of getting an NC-17!

Canada's rating system is better and more lax. Most R-rated films in the US get a 14a rating here, which is basically the equivalent of PG-13.

18a is usually for movies with extreme violence.

On an interesting note, some Rs have now become absolutely insane with the level of violence they let in.
