EDIT:

Then Band of Brothers is #1 (War TV-Series , cough cough

I was suprised not to see T2, Total Recall but can't tell from the article if he's judging the movie, disk, or both.

Original Terminator is more of a horror film. T2 is an action film and would probably be on the list if the release was better, say like the Japanese Geneon release or the new release coming next month.

9. Top Gun

Shouldn't be on the list, because of all the terrible stock footage that is used.

I'm guessing films like Dark Knight, Iron Man, and The Incredible Hulk aren't considered "action" films by IGN because they are comic-book movies. Tough to explain Wanted though if that's the case.

I'd replace Top Gun with either Black Hawk Down (great audio) or perhaps Exiled which is a terrific gun fight movie from Hong Kong.

Personally I would've included Kill Bill Vol. 1 on the list...... but that may fall under "martial arts" movies, as opposed to "action".

Kingdom of Heaven was not an "action" movie. Many critics noted that about it, how it had more drama than your typical Gladiator/Troy/etc. I liked that about it.

The whole "battle scene" where the "good guy" somehow survives countless death blows, and finds the "bad guy" (who coincidentally also survives), and they meet in an "open area" somehow formed among thousands of packed swining dudes...is overplayed and tired.
