By that standard, The World Is Not Enough is a Christmas movie because of Denise Richards.

Why do people think It's A Wonderful Life is a Christmas movie?

David Lowery's The Green Knight is absolutely a Christmas movie.
Also, On Her Majesty's Secret Service and Eyes Wide Shut.

Eyes Wide Shut is a Christmas movie too then, right?:P

I categorize certain movies as either "Christmas" or "seasonal." Christmas movies involve the actual holiday as a plotpoint, seasonal movies take place in December around the holiday but aren't about it. Things like Christmas With the Kranks and Christmas Vacation are obviously "Christmas movies" but then stuff like Die Hard and The Holiday or Last Holiday are "seasonal movies" but there are also gray areas like Love Actually where it's heavily set around Christmas activities but it could have been changed to something else and it'd basically be the same.

If you like Happiest Season, watch it's Thanksgiving cousin Lez Bomb

The real reason, I think, why it resonates with people as a Christmas movie is that the main character considers jumping off a bridge at one point.

Hardly... excluding the flashbacks, the film primarily takes place on Christmas Eve. The plot of the short story upon which it was based was inspired by A Christmas Carol and the author gave copies of it to family and friends as a Christmas gift.

Really bugs me how Die Hard is apparently the quintessential Christmas movie.

To ME a Christmas movie needs to be ABOUT Christmas. Not just be SET around Christmas time

The flashbacks make up most of the movie. Don’t they? And the part where George is shown what life would be like if he had never been born is purposely unfestive.

I don’t believe anyone’s made that claim.
