Would be nice if current PS3 owners could get it for 'free', but I think I'd still pay for a PSP version if they decide to consider it different enough for a new purchse.

This confirms it. It's listed as a PS3/PSP game on http://www.esrb.org/ and on http://www.pegi.info/ a PSP version is listed as 'flOw (downloadable from PSP Store)'.
