PS2 will not play Blu-ray but PS3 will, and Blu-ray players will play regular DVDs.

Playstation 2 cannot play, because BD recuires at least a laser wavelength of 405 nm, while PS2 laser can minimally provide 650 nm. Therefor, it's impossible for the PS2 to read the small pits in the disc in the first place.
Playstation 3 will have an adjusted player with Blu-ray Disc technology, to play the BDs.
