Question Blu-ray Regions

Could anyone answer. Does blu ray function like dvds, in the sense that they can only be viewed in countries that use the region specified for them that is, with DVD's u can only view dvds with specific Region's (unless you have compatible software). Eg Region 1 (only viewable in USA and Canada).

Since you have posted this in the htpc area, it should be noted that on a htpc the region lock is (so far) only being done in software and not in the hardware. DVD drives also have a region setting, that gets locked after five changes (in most cases), but BD drives do not get locked this way for BD's. Therefore it is quite easy to make htpc's multi region even without "special" software.

yes.... you remove the software or reinstall OS, you get the region code change count reset.
