Well we really didnt see how awesome the PS2 was until several games at the end came out when we switched over to PS3. And acheiving 100% is so very hard to do. You have to experiment with and use the bluray and the PS3s processors for quite a while before you can really utilize them. Its not like the PS3 comes out and right out of the gate all the devs are using it to its full potential because they themselves are finding the potential and then later advancing on it through further games. And the cost of screwing around beyond what you already know you can do would be tremendous. Despite the fact that 30% was used for Uncharted that 30% is far more than anyone else has used and it will just continue to grow as time goes on and devs realize and come up with new ideas. Some games just dont need 100% and when a dev comes up with an idea that becomes a game that will take massive ammounts of new stuff, graphics, AI and so on the power is unlocked even further. But since Naughty Dog makes games I would say they know pretty well what they used and how much more can be accomplished.
