Default Update on my New HT system.... Question about Polk

So i started a thread a while back about getting my new HT system. check my sig for more info. i have since then got all the speakers together. I now have two questions.

Late last night while listening to my Mp3 collection on my PS3, i noticed a sort of scratching noise coming out of my speakers, more specifically, it seemed like the noise was coming out of my tweeters. A little, more info on my speakers, My Monitor50 were bought used for $79 plus 19 shipping at eletronics expo. i fear that they sold me some bad speakers. i know i screwed up and i could have bought the 50s for $99 @ newegg, but at the time they didnt have the sale. So i switched the listening mode to all channels on my onkyo 706 and listened closely to my new TSi100 and i could hear the same tearing/ scratching noise. i couldnt figure out why this noise existed. My question now is, I noticed the the monitor 50 and the tsi100 had some copper metal bridging the gap btw the two speaker wire inserts holes. Is this supposed to be left this way even if you are not installing the Bi-Amp mode?

Also, do you guys think it would be worth it to send these speakers back?
Just a side note, i noticed when i palyed an actual CD in my PS3, i didnt hear any tearing or scratching noise. thanks for looking
