The statement is either: a blanket, ignorantly vague or completely incorrect.

"Better graphics capability" could mean anything as you also point out and therefore the fact that its resolution is insufficient by 10 years of technology alone voids it.

If the statement was that the PS2 was graphically superior in terms of _______ (fill in the blank) I would have no issue with it.
