It looks like garbage compared to actual HD and not worth the cost of mastering and pressing and packaging and marketing discs. The DVDs already get what they can from those masters. Doctor Who was shot on videotape and there's no escaping that. VOY and DS9 were shot on film so there's 4K worth of info on those negatives.

They're streamed using their in-house upconverter for a 1080p compatible signal. They haven't been upconverted "professionally" like some SD->HD remasters on Blu-ray. It's not much but it does look a bit better than Netflix's SD streaming from before.
