Finishing Basement, putting a HT inside-

hello, i am finishing my basement this year- closing a part of my basement into a room- hence " home theater of sorts".

here's a dilemma, i have nothing. all i have is a HDtv that i am happy with ( 47 inch :/, but if i need to, i guess ill upgrade)

i don;t know anything about surroundsound systems- so

which surround sound setup is the best? ( my price range is 500-700)

How do i soundproof it?

...and that's all i need to know. any help would be gladly appreciated thank you.
