If that's an .inf modded driver, I'd put my money on that being the issue. Even WHQL signed drivers have been reported as causing problems for playback of BD/HD DVD, at least on notebooks that's the case.

If it is a modded driver, I'd suggest rolling back to the OEM. While it would likely impact gaming performance, you should at least get BD playback working.

My understanding is that there are very few workable modded GPU driver solutions for enhancing gaming while keeping high def playback intact. Again, however, that's based on my experience with a Dell notebook not desktop...
