The rules were changed back in 2006 to allow internet programming to be eligible. The shows just have to meet certain criteria in episode length and season duration (similar to broadcast and cable shows) in order to be eligible as a show rather than a short or mini-series.

I hope that the fact that the series is on Netflix as original programming doesn't negatively impact it's ability to snag some nominations. I thought the first season was fantastic, and Kevin Spacey was nothing short of phenomenal.
