My understanding is that this wasn't the case at all. This was planned and mostly filmed before it was known that South Park would be a hit.

Since South Park was a hit by the time the movie was being released, the advertising capitalized on that and advertised the movie as "starring the creators of South Park." But this wasn't something that was rushed into production because of SP's popularity.
