At very least, they should be able to use data from Neflix/other streaming venues to get a feel for the audience they're looking at in order to justify the expense. I've seen comments before similar to mine that some folks were buying the TNG BDs to try and make DS9 happen. An audience is there; if the Niner fanbase is willing to spend money not on DS9, just imagine how much they'd be willing to spend on DS9

Edit: I also forgot to mention that the 50th Anniversary of Trek is almost upon us (2016). If I was them, I'd want to have more shiny HD stuff for the fans to buy. Plus, the 25th anniversary of DS9 will be in 2018 -- it would be a nice little release window, from the franchise's 50th to the show's 25th.
