At very least, they should be able to use data from Neflix/other streaming venues to get a feel for the audience they're looking at in order to justify the expense. An audience is there; if the Niner fanbase is willing to spend money not on DS9, just imagine how much they'd be willing to spend on DS9

Edit: I also forgot to mention that the 50th Anniversary of Trek is almost upon us (2016). If I was them, I'd want to have more shiny HD stuff for the fans to buy. Plus, the 25th anniversary of DS9 will be in 2018 -- it would be a nice little release window, from the franchise's 50th to the show's 25th.
