Comments don't automatically get removed. You need to remove them as part of the submission. They also won't be removed if you don't make a change to the relevant field (e.g. if your only change is the comment it won't apply, but if you change the spec from yes to no AND remove the comment it will). I've also seen certain fields where the comment seems to have been retained despite following the above (I believe it was the audio field from memory).
