So if Brady didn't do it, and Belichick didn't do it....and the league hasn't presented any evidence linking them to it.....Are the Pats still cheaters?

Teams don't want to lose because wining a championship is a marketing success for them and it only means, more money and it's good for business. Controversies such as these can also be a marketing ploy to improve their brand.
