Why is it so hard for me to get another normal and hard ship on Crota's End? Furthermore, why is it so hard for the raid helmets to drop with the orbs perk?

Looks like I've done 39 Croats and have ended up with 5 hungers.

I finally got the Crota Scout Rifle.
I also made the Bridge jump on the first try the 3rd time I tried it. Ahhhhhhhhhh
