I've ordered three steelbooks so far through JB Hifi and they've all arrived in perfection condition. They put the steelbook in one (smaller DVD-sized) padded envelope, and then put that envelope in another (bigger) padded envelope. They don't use any cardboard materials whatsoever but that hasn't been an issue, so far.
