It appears it was released, as there is a thread about it on the DVDCompare forum. Despite what was posted in that thread in May 2015, it looks like DVDCompare was just updated today to say that it is the R-rated version:

Yes. I received a correction for dvdcompare from someone and had the original submitter double check against Movie-Censorship. They checked and agreed they had made a mistake and the Australian release was indeed the theatrical. Apologies.
So for any fans of Dracula 2000 and it's sequel Dracula 2 Ascension (I know there are like 2 more here besides me) I have good news. The ES versions don't have the forced subs!
Also both films have extras.

The opening credits, however, start with "Lionsgate Films presents", so Happinet probably took their materials from Lionsgate. In terms of fewer extras, I haven't gone through them yet, but the back cover mentions 63-minutes of video extras (in 1080i with 16-bit DTS-HD MA 2.0 audio), which seems to be quite a bit less than what the US BD offers. Happinet also dropped the commentary with John Luessenhop and Dan Yeager, while retaining the other two commentaries.
It is worth remembering, though, that the film was only converted to 3D, and its native sound design is 5.1, not 7.1.
