They are stated as NTSC to make things easier to the average consumer, but they are not really. NTSC or Pal are systems to encode color used on composite or Super-Video signals, since video is encoded to DVD on component video signal, no NTSC or Pal encoding is actually used. DVD should be refered as either 480i or 576i.
