Might be my favourite Jeunet (although MicMacs and Delicatessen give it a run for its money). Hope they do it justice! Could just be yet another expensive but barebones upgrade from SC but we'll have to wait and see...

I should hope not. Canal produced many of the European DVDs--including the UK and French ones--so I would hope they have access to all of their DVD supplements for the UK BD, including Jeunet's French-language commentary, which was presented with English subtitles. That, along with, obviously, presenting the film with a French (and perhaps even English): DTS-HD MA 5.1 track (and providing the French-produced SD video extras at the proper 25 fps speed), would make the Canal release obviously superior to the Sony one.

I will be pre-ordering this ASAP, as it has the potential to be the definitive release of the film.

Unfortunately with most of their back catalogue titles they've not carried over DVD supplements, often replacing them with new ones. For example Casque D'Or doesn't include the home movie footage of the shoot, audio interview with Serge Reggiani or trailer from their original French DVD, Le Jour Se Leve doesn't include the interviews with Jean Gabin and Alexandre Trauner or the trailer, their French BD of the 1976 King Kong doesn't include all the deleted scenes from their DVD, their Three and Four Musketeers disc has no extras at all where their French release includes all three films, all the extras from the old Anchor Bay DVD and new ones specific to that set as well and their BD of Red Sun doesn't even include the trailer from their French DVD.

Their policy generally seems to be only new extras or none at all for BD upgrades. Even new titles barely get any extras.

I know there are a lot of different Canal BDs, not to mention DVDs, so it's really impossible to tell, which titles will get shared discs, and which will get country-specific releases. You are right, too, that Canal often seems to replace DVD extras with new HD extras for Blu-rays. Still, there are a good number of titles which carry the film-specific extras over, including most of the StudioCanal Collection line, of which Jeunet's previous film, Delicatessen, was a member.

We shall see what happens to their extras for The City of Lost Children, but I am hopeful that the fact that the English-friendly DVDs were consistent, and did not make use of licensed or third-party content (e.g. documentaries with clips of other films), means it's more likely they will be ported over, unless Canal make new ones. I know that, for example, Canal only used the DVD extras for King Kong in certain countries where they released it on DVD. And for whatever reason, Red Sun is another such title, where the extras on Canal DVDs were different across various countries.

It would be great to get everything, but honestly, as long as we get the French commentary and lossless French 5.1, that alone would make me happy. At worst, I would expect that we get some decent new extras to replace the old ones, as Jeunet is well-respected in Europe, and this film is recent, and quite important in his filmography.
