After watching Civil War tonight, my theory is that the entire movie of Dr. Strange
[Show spoiler]is is the past.

In The Winter Solder, Strange was mentioned out of nowhere. I'm assuming he's already Dr. Strange at this point because why would Hydra keep tabs on some doctor?

Also, neither credits scene in Civil War has a tie-in to Dr. Strange even though its the next Marvel movie to come out.

[Show spoiler]Right now, I'm assuming it'll be placed in present day. That way they can reference Civil War and have post credit scenes to tie into some of the next films.

In terms of Winter Soldier, the Hydra weaponry was supposed to detect future threats to them, so even if he wasn't yet Doctor Strange, they could tell he my prove a problem.

I was also expecting a post-credits scene related to Doctor Strange, but there is precedence. There was never a post-credits scene setting up Ant-Man

I'd say there would be no way to guess, by man or machine, the man Steven Strange would ever become a problem prior to his accident. That's what kind of makes him a unique character because the person he was prior to his accident is irredeemable and shows zero signs of ever being otherwise.

If the main story is present day, it's almost certain we will have flashbacks. Or we could get origins and a flash forward. I really think the best option would be to tell this entire story in the past. Any connections Strange's story will have to the rest of the MCU should be behind the scenes anyway, so being set presently isn't necessary.

or maybe he magic's up post Civil War, but time travels to the past and THATS how Winter Solider had the reference....maybe?

Well this is what Kevin Feige said regarding the Stephen Strange reference in The Winter Solider:

So I had very little interest and even less knowledge about Dr. Strange before I saw the trailer at CACW. Now, I'm very excited. I thought the trailer was phenomenal. Is there any very basic info (somewhere) someone can recommend to me so that I can get a little more familiar w/the story to hold me off till November? I don't need to be an expert, but I am so curious now.

Short version.

He gets in a car accident and his hands are mangled with extreme nerve damage to where he can't operate on people anymore. Even trying to grab something gives him serious pain. He goes to numerous doctors to see if any of them can help. He then ends up searching for and finding the Ancient One who teaches him the Mystic Arts. He can do spells as well as travel into other realms or dimensions.

I suggest reading The Oath. They already said that's inspiration for this movie and it's a great Doctor Strange story that goes into his origin again, from what I can remember at least.

I don't believe I've seen that quote before. It's still unclear, but if that ends up being the case, I think that's really really lame. The problem doesn't have anything to do with him being Doctor Strange yet. The problem is that something could predict that eventuality. It's unfortunate because even a small mention like that, if true, has already diminished some of the impact of Strange's character arc.

+1 on this suggestion. If comics aren't your thing and you're ok with animation, check this movie out. It's hands down my favourite marvel animated flick and really shows the potential of the character imo.

Well, it doesn't really have to be that Zola's algorithm predicted that he would become a powerful sorcerer or any sort of huge threat against Hydra. The algorithm targeted millions of people, including seemingly regular people on the street. (After all, he also mentioned a generic high school valedictorian along with Strange and Banner.) The algorithm didn't so much identify the people who would become obvious threats against them as it did people who were less likely or unlikely to go along with the flow and comply with the status quo if and when Hydra established themselves as a major power.

The only thing that they really need to make sure of in the context of the MCU is that Stephen Strange, the neurosurgeon, is a universally recognizable name that would have at least been known to Steve, Natasha, and Sam in some capacity, otherwise it wouldn't have made sense for Sitwell to throw his name out there, since he was talking to them. I'm not familiar with the source material, but considering he is supposed to be a neurosurgeon with unparalleled skill and talent, it's not too far of a stretch that they would establish him as being somebody that virtually everyone would know at least by name. (Kind of like how Tony Stark was famous for his achievements before becoming Iron Man.)
