It is all on Cameron and Cameron only confirmed he approved The Abyss for 2017. I believe Van Ling even confirmed the hold up is Cameron himself. And no, a studio can't just release something if the contracts stipulate talent approval. That's why Scrooged's supplementary package is sitting in a vault right now.
