The quality of streaming depends on the solidity of your connection to the streaming service and the quality of the master the streaming service's master. Sometimes they are streaming old masters, while the blu-ray is from a more recent transfer. Sometimes ISPs throttle Netflix, making it impossible to get the highest quality connection... or the connection might not be as fast in rural areas. But if everything is good, streaming can look and sound very, very close to blu-ray. I did an A/B comparison of Billy Rose's Jumbo on blu-ray and on Warner Archive Instant. I used that title because I knew Warner Archive would be streaming the same transfer as the Warner Archive blu-ray. I have a very good projection system with a 10 foot screen, and the two were pretty much indistinguishable from each other. It is possible at 1080p. I don't have 4K so I can't comment on that.
