I also got a reply from Fox Digital Copy Source about a 1/2 hour ago. Which, considering I emailed Fox around the same time I posted this question, that's some quite damn fast turn around time if you ask me. Here is what he replied, copied and pasted so I wouldn't mess any of it up.

The interactive feature that allows you to engage with other enthusiasts is accessed through the Dakota files (or Agent Whitney’s files). You work with people from around the world to solve X-Files cases. To do this you must create a user account. After your user account is created select the account and create an Agent ID. You will then be able to access case files that other X-Files enthusiasts are currently working on and aid in the completion of the case. Hope this helps you out.

Another unexpected benefit I got from the reply was a phone number, which I couldn't find anywhere, including when I asked the people at Fox Customer Service. So, for future reference, if anyone needs to reach Fox support for Blu-ray or any Fox BD-Live features, you can call or email them.
