I assume they mean to project that unit sales of Blu-rays will triple in 2009. If dvd sales remain static in 2009 (a bad assumption probably), Blu-ray will be closer to 15%-20% of overall dvd sales. In 2008 Blu-ray sold approximately 5% of overall dvd sales.
