Pixar have spoken about their blanket policy to not re-render their 2K DCPs for home 4K release. It’s the result of tests after which they decided they didn’t see enough value in it to justify the expense. Of course, their customers have to justify the expense of buying the UHD version.

They haven't been rendering 4K for DCPs yet for films as recent as Cars 3 and Coco. So I doubt they would re-render 4K an older title just for UHD BD.

Are you sure Cars 3 didn't have a 4K master? I specifically remember at least one shot that, in a sea of pixelated 2K upscaled shots, was pristine and sharp and hyper detailed and could've totally been 4K. I remember it was a simple shot of McQueen looking sad at the end of his race with Cruz right before the final race with Storm.

And some shots (like massive flyover shots with a gazillion 3D models) are very dense and likely rendered at a noticeably lower quality because of it, so the simple shot of McQueen being higher resolution isn't too farfetched. Gonna have to check it out again soon.

Cars 3 is 2K. Pixar is yet to render anything with more resolution.

That would be kind of weird-looking to have a handful of 4K shots sprinkled into a 2K movie.

I didn't see anything poorly upscaled on my (NA release) Cars 3 disc.

The 2K footage isn't upscaled that well, or it wasn't rendered at good quality in the first place. Many scenes look pixelated up close.

Huh. Not my experience with that disc. For me, everything looked quite sharp and I didn't notice any standout shots that suggested more or less resolution than the rest.
