I agree with Bill Pullman in Independence Day And Morgan Freeman in Deep Impact. And, I also thought that Jon Voight was excellent as FDR in Pearl Harbor.

Why all the love for Bill Pullman's role in an incredibly cheesy-movie (in my opinion, of course...)? Not that I really dislike his performance at all, but what is so great about it or that character in particular?

So... for you, watching a president be essentially un-presidential (I mean, seriously, you do realize how unrealistic it is for the leader of any nation to be allowed to go out and fight in combat, right?) and kill whomever the foe(s) may be is what makes him such a great character?

Terry Crews as President Camacho was seriously funny, scro!

But, the best portrayal of a President has to be Anthony Hopkins in Nixon.

Though, what may not be considered as a movie role, I would suggest Royal Dano as President Lincoln in many roles including Mr. Lincoln a 5 part series on Omnibus (1952-1953) as well as an episode of the Rifleman.

From Wikipedia:

Dano was the voice of Abraham Lincoln for Walt Disney's "Great Moments with Mr. Lincoln" program, first presented at the 1964 World's Fair. Disney personally selected Dano, because he felt the actor came closest to the historical descriptions of Lincoln's voice. The "Great Moments" program was moved to Disneyland in 1965, and Dano's vocals continued to be a part of the program until 2001. In 1971, Dano's voice was also used for a revised Lincoln speech in the new "Hall Of Presidents" program at Walt Disney World in Florida, which ran to 1993.
