Can anyone help me order a disc from Portugal?

I've tried both credit card and Paypal. My credit card is refused. When I try Paypal, the site says "The field Shipping Address State is required." I've filled out the address form to the best of my knowledge and definitely do have my state in there, but nothing seems to fix this error.

Here is how I'm filling in the address fields:

Apelido - lastname/surname
Nome - first name/given name
Morada - street address
Codigo postal - zip code
Cidade - City and state
NIF - not applicable

I've also tried street address and city in 'Morada,' with just my state in Cidade. That gives me the same error.
