I've seen this get pretty widespread, but there's one big piece of information being left out. It's not banning loot boxes entirely, it's banning loot boxes in games for those under 18. Senator Hawley's release

Games targeted at those under the age of 18.

This would be determined by subject matter, visual content, and other indicators similar to those used to determine applicability of the Children’s Online Privacy Protection Act (COPPA)

Games with wider audiences whose developers knowingly allow minor players to engage in microtransactions

Tell me about it, Magic is incredibly fun, but such a money pit with 3-4 new sets every 2 years. And of course they feel the need to power-creep cards to force you to stay updated. No more tournaments for me anymore, just play with friends.
