Cross game chat/invites are available to developers who wish to implement it but it costs them some amount of RAM.

The big outcry is for Sony to make it mandatory or to implement it via the OS/XMB. The best solution is for Sony to do it via the OS as the system could be 100% compatible with all games past and future while a developer implemented system will require patches for released games.
