If a disc has any residue, fingerprints or smudges, just wipe it off with a soft microfiber cloth ( or any soft cloth) with a dab of tap water, it's not necessary to soak the entirely. The residue may be from the moisture after it's packaged. Don't worry, it's not harmful to the disc. You don't need to buy any of those cleaning solution unless the disc(s) is really filthy, which it shouldn't be.
