No, compression to h.264 will result in further quality loss - unless you use the lossless mode, but that's pointless.

If preservation is the goal and you longer have the original tape, only the DV copy of it, your best bet is to capture the DV tape on a computer with a Firewire port. That pulls the data directly off the tape. Then leave it that way and don't recompress it at all.
