Kevin Feige confirms that
[Show spoiler]the casting of Evan Peters as Pietro/Quicksilver was thought of early on. And is simply that of Agatha “messing with Wanda.” He also confirms that “certain people” are Agatha in disguise.

This once again confirms that Peters’ Quicksilver in WandaVision is not the same Quicksilver from the Fox-Men Universe.

In any case, in terms of making allowances or excuses, I guess it can be explained away by, say, in the MCU shows were released earlier than in the real world, or considering Sokovia isn’t real anyway who cares. It’s just something that certainly took me out of the moment. Why have box sets of sitcoms that exist in the real world and show them to exist in the show at a time prior to their actual release, considering Wanda watching those sitcoms will have such a big impact on the format of the show? Of course the other possibility is that the memories we saw weren’t actually real, though with only one more episode to go I think it’s probably too late in the day for that additional twist.

[Show spoiler]Another good guess was put forward by an internet critic who goes back to the AICN days. He's convinced it might be Dick van Dyke who is credited as a consultant on the series. As the Dick van Dyke show is Wanda's favorite, who better to be some sort of emotional projection figure to show up to talk her out of what she's doing. Possibly even de-aged like Michael Douglas or Kurt Russell.

Guys. James Spader career is over. He’s been Hollywood cancelled. You’re not getting Spader. If Ultron returns, the voice role will definitely be re-cast.

So in other words, when Agatha refers to him as "Fake Pietro" that could be Marvel's way of calling Fox's X-Men fake X-Men.

Just consider the AI choices from this clip. I don't think S.W.O.R.D. would be stupid enough to go with anything that could go totally independent with a artificial being. It would likely be something they control totally.
