The other part is that you need to either disable your firewall (not recommended) or create an exception with your firewall to allow media file sharing. If your using windows firewall, by default it will not allow you to create exceptions.
Go to Start > Control Panel > Windows Firewall > and uncheck the box "don't allow exceptions"
This should allow media file sharing and your PS3 should detect your computer. If it doesn't, go back to your windows firewall and click on the exceptions tab and see if the boxes "windows media player network sharing service" is checked. There are probably several of the same box! These all need to be checked. If you don't see these boxes, that means that media player hasn't been enabled for sharing.

Go to media player, go to Tools >(if you don't see the menu hit the alt key) Options> Click on the library tab and click "configure sharing". Check the box "share my media" and then you have either allow each individual node to access your computer, or if your on a private and secure network, go to settings and check "allow new devices and computers automatically" only do this if your on a secure network, otherwise anyone can access any of your media content!
